Xiaowei Liu

Xiaowei is a recognised leader in energy, sustainability and strategic communications, with more than three decades of experience across industry, policy, global networks and leadership communications. In 2025, she was honoured with the Lifetime Communications Achievement Award by the Institute of Public Relations of Singapore for her long-standing contribution to the profession.

In her career, Xiaowei has held senior roles including Asia Director and Senior Advisor to the Secretary General of the World Energy Council, and Regional Vice President for External Relations at Shell. She has worked at the intersection of energy transition, stakeholder expectations and responsible leadership, advising on communications, sustainability and organisational reputation across complex regional and global contexts.

Xiaowei continues to contribute to industry and leadership development through The Conference Board’s Asia Strategic Communications Leaders Council, board roles with the Marketing Society Singapore and GGEF, and teaching on Energy Transitions and ESG at Singapore Management University. She is also a certified Gallup StrengthsFinder coach, author of two books, and Co-Founder of retension, where she champions meaningful ageing, youth opportunity and intergenerational collaboration.
